I'm ready to move out of Illinois. Where can a couple go for good IT and HR jobs and good community?

Also... I'm not a huge fan of winter. Maybe some chilly weather here and there... but no blizzards and freezing days. Any ideas? I don't like large cities. (Pop. 50-200k is fine). Quaint towns are cute if they're close to larger towns. I want to have opportunity to have fun at night and lots of shopping.
