All 50 states enacted a BAC limit of .08 as the legal limit for drunk drivers over the age of 21?

True. The federal government forced states to lower the BAC to .08 by threatening to cut federal subsidies for roads and other expenditures. While the law itself is probably a good thing, it is another example of the over-reaching power of the federal government.
